Nurses typically have a busy schedule and this could make them resistant to participation in the legislative process as they perceive it as adding more work to their already busy schedules. There is a foundational assumption that nursing is embedded in the traditional role of women causing the opinion of nurses to be devalued when compared to the opinions of physicians. The third barrier is lack of avenues through which to express their opinions and be involved. There is a dearth of lobby groups specifically targeted at advancing the interests of nurses thus making it difficult for them to be involved in the legislative process.
