Discussion – Week 9 COLLAPSE The Role of the RN/APRN in Policy Evaluation In the Module 4 Discussion, you considered how professional nurses can become involved in policy-making. A critical component of any policy design is evaluation of the results. How comfortable are you with the thought of becoming involved with such matters? Some nurses may be hesitant to get involved with policy evaluation. The preference may be to focus on the care and well-being of their patients; some nurses may feel ill-equipped to enter the realm of policy and political activities. However, as you have examined previously, who better to advocate for patients and effective programs and polices than nurses? Already patient advocates in interactions with doctors and leadership, why not with government and regulatory agencies? In this Discussion, you will reflect on the role of professional nurses in policy evaluation. To Prepare: In the Module 4 Discussion, you considered how professional nurses can become involved in policy-making. Review the Resources and reflect on the role of professional nurses in policy evaluation. Write an explanation of at least two opportunities that currently exist for RNs and APRNs to actively participate in policy review. Explain some of the challenges that these opportunities may present and describe how you might overcome these challenges. Finally, recommend two strategies you might make to better advocate for or communicate the existence of these opportunities. Be specific and provide examples. Please use real life situation examples. The Case for Nurse Involvement in Policy Evaluation

Nurses’ input has been known to be important in the process of policy formulation and implementation at both state and federal levels. That said, it can only follow that their input is equally important in the evaluation of the efficacy and effectiveness of these policies. This paper, therefore, proposes two opportunities available for a nurse to engage in policy review.

In order for nurses to get a chance to review state and federal policies on health, they must be among the elected representatives in Congress. As such, one of the opportunities available for nurses in health policy review is seeking an elective seat in either the House of Representatives or the Senate. Here, the nurse will be able to articulate her points from an insider’s perspective as she better understands health matters. The other opportunity for policy review available for nurses is engagement in the activities of professional nursing organizations such as the American Nurses Association (ANA) and the American Association of Nurse Practitioners or AANP (AANP, 2020). In these associations, she can also be even better placed to influence policy review if she seeks an elective seat in the organization.

However, every opportunity presents a challenge. Two challenges presented by these two opportunities are the lack of funds to run campaigns and the matter of role misunderstanding. Elective seats require significant funds and organization for campaign success. Also, many people believe nurses are only supposed to care for patients and do nothing else. Overcoming these hurdles requires setting up funds appeals for campaigns and doing sensitization town hall meetings to change perceptions (Milstead & Short, 2019; Shiramizu et al., 2016; Williams & Anderson, 2018). The two strategies that can be used to communicate the existence of these two policy review opportunities for nurses are:

Giving conference presentations in the various annual professional organisation conferences, and
Writing articles in nursing academic journals like the Journal for Nurse Practitioners.
