The natural disaster under review is extreme heat that has the potential for affecting Hyde Park community thereby necessitating the present plan. In 1995, Chicago reported extreme heat conditions that continued for five days and resulted in 739 deaths directly attributed with medical reports indicated that the number were likely to have been higher since heat related deaths are not always reported as such and could be attributed to respiratory or cardiovascular diseases. Heat waves continue to be a present threat for Hyde Park community since it is a part of Chicago City, and the climate reports indicate an increase in overall temperatures owing to climate change. In fact, there is a threat of increase in the duration, intensity and frequency of heat wave events thereby necessitating the application of a disaster management plan. The threat is further highlighted by the fact that heat wave concerns are confined to the homeless persons and the poor who do not have air conditioning (Holcombe, 2019; Thomas, 2015). Prepare and Protect · Evacuation plan for homeless and poor persons without air conditioning to strategically positioned cooling systems.
· Ensuring that adequate amounts of medication and other health care materials are available (stocking) to serve the whole community in case of a heat wave occurring.
These strategies would ensure that lives are saved in case of a heat wave occurring, while also helping with the response and rescue operations.
Respond · Provision of health services.
· Movement to public cooling centers.
The response involves the provision of primary care that provides health care services that include preventing disease and promoting health.
Recover
· Social services care provision.
· Providing infrastructure that facilitates operational efficiency.
The recovery involves the provision of social services to address the social and personal needs of the affects persons. It also involves ensuring that public infrastructure is safe for use to include ensuring that they are cool enough for safe use so that the community members return to their normal life after the heat wave.
Mitigate · Early warning systems that forecast high risk environmental conditions to trigger warnings to the public.
· Public education and adaptive advice such as the need to have adequate salt balance, hydrated and cool.
· Develop public cooling centers.
These strategies are intended to educate the public on the dangers of heat wave, how to watch out for such incidences, and how to react when faced with such incidences. They are intended to make the public reactive and ensuring that the impact is minimized with regards to fatalities. Overall, preparedness and protection improves awareness, influences susceptibility and adaptive capacity.
