According to Data USA (n.d), 33.2% of the Albany population lives below the poverty line. This is approximately 23,000 people of the close to 71,000 total population. This number is higher than the national average of 13.1%. The largest percentage of persons living below the poverty comprises of females aged 18-24 years; females aged 25-34 years, and males aged 6-11 years. The most common ethnic or racial group living in poverty are the Blacks, Whites, and finally, the Hispanics (Data USA, n.d). Poverty and the Albany, GA. Community
Albany is a very remote county and this along with emigration of Whites and middle-class Blacks as well as big business confined in the dualistic and restricted environments have all resulted in unemployment rates that are very high (Nwakoro, Marshall, & Mitall, 2013). The unemployed are demotivated to seek work in the nearest bigger cities of Atlanta and Tallahassee because they are a long drive off. Thus, the unemployed could turn to crime which in turn restricts the area from attractive opportunities for growth. When crime rates are high, then so too the incarceration incidences (Nwakoro, Marshallv& Mitall, 2013). The incarcerated are often uneducated and young males and females. More males are incarcerated than females and also have highest frequencies of repeat offences. These along with teenage pregnancies create single-parent families where the females are left to raise children while the males are incarcerated (Nwakoro, Marshallv& Mitall, 2013). Uneducated female raising children by themselves are likely to have low paying jobs which thus, keeps the cycle of poverty running and the levels of crime constantly high. Given the distortion in the market, the county of Albany needs a solution where a robust exogenous amount of investment is injected and which could decrease rates of unemployment, crimes, incarceration, and eventually, poverty.
